In December 1986 Sheriff, Harry Lee ordered his deputies to
routinely stop and question blacks in largely white areas.

In 1994, after being hog tied while in the custody of the
Sheriff’s
department, two black men died.
Reacting to criticisms, Lee
withdrew police from a black
neighborhood and said “To hell with
them.
I don’t need that.
I haven’t heard one word of
support from one black person.”
