Are Black Strikes legal?
 

Absolutely not!
The Fourteenth Amendment to the United States Constitution guarantees everybody equal protection of the law.  This means that lawyers are not allowed to use peremptory challenges to exclude people of a particular race.
It is part of the law of Louisiana as well.
  No peremptory challenge made by the state or the defendant shall be based solely upon the race of the juror.
